Originally planned as a program to ensure the safety of the civilian and military population of the United States during the event of nuclear war, the National Fallout Shelter Survey was part of the National Defense program for over 40 years. The designation, survey, updating, and deletion of shelters, facilities and other structures was a large part of the operations of the Civil Defense Department.  Engineers and surveyors employed by the Department would ensure that the individual structures were capable of withstanding the fallout generated by a nuclear explosion based on different factors including wall thickness and height.
