This image is of the Terminal Tower and crumbling infrastructure around it. It was a preliminary cover showed to the Cuyahoga County Board of Commissioners. The image would eventually be on the front cover of a information pamphlet that discusses the importance of maintaining Cleveland's infrastructure such as roads, bridges, buildings, sewers, & transportation.
