Jeff Davis, of the American Legion Peace Garden, describes the original construction of much of the Cleveland Cultural Gardens in the 1930s by laborers with the Work Projects Administration. Today, he says, the upkeep of the gardens depends, not on the government, but on the dedication and effort of volunteers.
